His new legislation will include elements from both of those bills.Cassidy’s “World’s Greatest Health Care Plan” gives states the option of continuing in Obamacare or choosing to opt out of it during a four-year transition plan. The bill also lets states automatically enroll uninsured individuals in a health plan unless they choose to opt out–which Cassidy said will likely lead to 95 percent enrollment or more. The Patient Freedom Act — which had been proposed as a solution if the Supreme Court had ruled against HHS in King v. Burwell — gives three options: “proceed with implementation of the ACA; scrap title I of ACA (except to prohibit lifetime or annual limits on health insurance benefits and require coverage of dependents up to 26 years old); or apply the second part plus a system in which the government deposits funds in individual health savings accounts.Nevertheless, The ACA takes some of the financing pressure off states and allows them to do what they do best— diffuse conflict while designing and delivering programs.
